F1 Road Access and Public Transport Guide 2010
The Marina Centre area is easily accessible by public transport.
Members of the public are strongly encouraged to use public
transport to get to their destinations around the area. During this period, only police vehicles, emergency vehicles and vehicles
with valid access passes will be allowed to enter selected roads. This Guide contains important information that will help you
plan your journey in advance during the affected period.
The Chinatown Mid-Autumn Festival 2010, organized by Kreta Ayer-Kim Seng Citizens’ Consultative Committee (KAKSCCC), will showcase exciting, colourful and vibrant month-long festivities from 9 September to 10 October 2010. A not-to-be-missed highlight event in Singapore’s cultural calendar, Chinatown Mid-Autumn Festival 2010 aims to enliven Chinatown, engage the community, other ethnic groups and tourists in preserving Chinese tradition and heritage, as well as enrich and enthrall both the young and old alike in the festive celebrations.
The festivities will include rousing street celebrations during the Official Light-Up and Opening Ceremony on 11 September 2010, colourful festive Street Light-up and decorations from 11 September to 10 October 2010, vibrant and bustling Festive Street Bazaar from 9 September to 22 September 2010; and Nightly Stage Shows from 11 to 22 September 2010 form a dazzling backdrop to which families and friends get together and for visitors to experience a facet of Singapore’s vibrant multi-ethnic cultural offering. The festival will culminate in a Mass Lantern Walk and Celebration on 18 September 2010 from 7.30pm to 10pm.

To showcase the rich and intriguing culture of this mystical festival, the Chinatown Business Association is organising a string of activities (for the living!) to experience this unique side of Singapore.
This unique experience includes special walking tours in Chinatown that will provide visitors with a better understanding of Chinese beliefs, myths and taboos, as well as an exhibition showcasing rare photographs of Festival celebrations in the earlier decades.
The “Birth, Life & Death” will walk participants through Chinatown to look at interpretations of traditional Chinese beliefs that are part of the life cycles of birth and death. Participants will get opportunities to consult the Almanac and have their fortunes told.
In “Walking with the Good Brothers”, visitors will embark on a mystical journey of the Hungry Ghost festivities in Chinatown, including finding out which deity acts as the Festival’s “policeman”, secrets behind the “Fa Cai Ang Bao” (prosperous red packet), watching the rituals being performed as well as being immersed in the evening Getai and auction dinner.
These walking tours will run throughout the seventh lunar month from 10 August till 7 September 2010, on both Saturdays and Sundays.

Update by MOM on Work Pass Requirements for Tour Leaders
Classifying the work activities of Tour Leaders under Work Pass Exempt Activities
1 MOM recognises that the nature of work performed within Singapore by foreign tour leaders/facilitators* accompanying visiting tour groups is typically ad hoc in nature and of short duration. Therefore, MOM has decided to waive work pass requirements for foreign tour leaders/facilitators who are employed by a foreign company i.e. a company whose principal place of business is situated outside Singapore or whose principal business activity is conducted outside Singapore. The work activities of this group of tour leaders/facilitators will be classified under Work Pass Exempt Activities and foreigners performing these Work Pass Exempt Activities are required to submit an e-notification on MOM's website before engaging in the activities.
* Tour leaders/facilitators refer to individuals who facilitate a visiting tour group by ensuring that activities in the itinerary are carried out according to plan and by providing logistical support to the tour group. Do note that tour leaders/facilitators are not allowed to provide tour guiding services and commentaries without a valid Tourist Guide License issued by the Singapore Tourism Board.
2 On the other hand, foreign tour leaders/facilitators who are employed by a Singapore-registered company are required to obtain a work pass before being allowed to work in Singapore.
e-Notification for Work Pass Exempt Activities
3 Foreigners performing Work Pass Exempt Activities are required to submit an e-notification to inform MOM before engaging in these activities in Singapore. They can perform these activities for the duration of their Short Term Visit Passes, subject to a maximum of 60 days. Beyond that, they will need to obtain a work pass to continue performing these work activities. Foreigners carrying out Work Pass Exempt Activities without notifying MOM can be prosecuted under the Employment of Foreign Manpower Act.
4 In addition, the waiver of work pass requirements does not exempt foreigners from having to comply with other specific legal requirements in Singapore, such as licensing requirements by STB.
Making an e-Notification
5 Foreigners performing Work Pass Exempt Activities are allowed to submit an e-notification only after they have arrived in Singapore and obtained a Short Term Visit Pass. The e-notification has to be made before they start to perform these Work Pass Exempt Activities. The information required for making an e-notification is as follows:
Personal particulars (i.e. name, date of birth, gender, nationality, travel document number, travel document expiry date)
Disembarkation/Embarkation card number
Short Term Visit Pass expiry date
Type of activity that will be performed
Period of activity (start date and end date)

Partial Closure of Singapore City Gallery @ URA (July to Dec 2010)
Singapore City Gallery @ URA partially close from July to Dec 2010.
The Singapore City Gallery will be undergoing a major upgrade exercise from July 2010.
The closure of Singapore City Gallery will be executed progressively in 2 phases.
• Phase 1 - From 5th July, the Gallery will be partially close. Visitors can still access Level 1 Islandwide Model, temporary exhibits and Level 2 Central Area Model.
• Phase 2 - Full closure from End-August to November 2010.
The upgrading exercise is expected to end in December 2010. If you wish to visit the Singapore City Gallery during the period of partial closure and in December 2010, please do not hesistate to contact the City Gallery at ura_gallery@ura.gov.sg or 6321 8321 for more information and updates on the progress.
However, the Marina Bay City Gallery (Singapore City Gallery’s sister gallery) will be open to the public during this time. This is an excellent alternative to learn about urban planning, and a tremendous opportunity for you and your guests to experience Marina Bay, an extension of the downtown.

Industry Assistance Measure -- Waiver of Travel Agents Licence Fees
We are pleased to inform that the Board would be waiving the following licence fees incurred by new and existing travel agents during the period 15 February 2009 to 31 December 2010, so as to lower business costs for the sector:
(i) New Travel Agents’ Licence Application Fees;
(ii) Existing Travel Agents’ Licence Renewal Fees for licences expiring in 2009 and 2010;
(iii) Branch Licence Application Fees
(iv) Duplicate Licence Application Fees
